City of Delta 2024 Charter Commission
In April of 2024, City of Delta Voters voted to create a Charter Commission, and elected nine Commissioners to be seated on this Commission. The Charter Commissioners are:

- Helen Procell (appointed)
The Charter Commission is tasked with evaluating and drafting proposed modifications to the City’s Charter to present to City voters for consideration at a future election.
The City’s Charter was originally created in 1950 and very few amendments have happened since. The Charter Commission has met nine times since April, and reviewed the Charter in detail. The Commission has drafted proposed revisions to the Charter that would modernize and simplify the Charter.
A public hearing is scheduled to gather feedback on work to date of the Charter Commission. Residents and voters of Delta are encouraged to review the proposed revisions to the City of Delta Charter available for inspection with the City Clerk’s office at City Hall located at 360 Main Street Delta, CO.
The public hearing will take place on August 28, 2024 at 6:00 pm in Council Chambers at City Hall, located at 360 Main Street.
Guidelines for Public Hearing:
- Residents wishing to speak will be asked to sign in upon their arrival to the hearing. Those wishing to speak will be given three minutes. The Chair of the Charter Commission will provide additional guidance to those wishing to speak at the hearing.
- Those unable to attend in person will be able to participate in the hearing by Zoom. A link for zoom will be available on the City’s website within 24 hours of the meeting.
- The Charter Commission will accept public input via Zoom, however; anyone wishing to share their comments on Zoom must request to do so in advance of the meeting by notifying the City Clerk at jolene [at] cityofdelta.net (jolene[at]cityofdelta[dot]net) at least 24 hours prior to the public hearing.
- The chat feature on Zoom will not be used for public comments.
- Written comments are welcome and should be submitted prior to the public hearing. Written comments can be emailed to jolene [at] cityofdelta.net (jolene[at]cityofdelta[dot]net), mailed or hand delivered to City Hall at 360 Main Street, Delta, CO 81416.
The Charter Commission does not intend to address comments or questions received on August 28th that same evening. They will reconvene on September 11, 2024 at 6:00 pm in a public meeting where they will review comments from the public hearing and determine how to respond to public input from the hearing.
The Charter Commission is required by State Statutes to submit an updated Charter to City Council by Oct 1, 2024. City of Council will then set a date for a special election for the voters to decide whether to adopt the changes recommended by the Charter Commission.
